If undead orcs happen to be invading a village, that village will
produce half the power and commodities that it normally would as the
villagers are being subjected to constant warfare with the undead
invasion. As an aside, the undead orcs have no affinity to the undead in
Angkrag, which will be under siege from the undead orcs just as any
other village.

Note that this was part of the original design of the Shallach quest
which was overlooked.
