When you look at the help file for cities and communes, you will see a
new line called "Divine Consulate". This represents other gods besides
the main patron who is connected to the city or commune. This always
includes patrons of that city or commune's guild. As I am sure everyone
knows, guilds are inextricably tied to their home, whether it is a city
or commune. Thus, the link between patron and guild will also be
inextricably tied to that city or commune. Also, any divine who joins a
city or commune will also be listed as being a member of its Divine
Consulate. A god who sits on the Divine Consulate may only patron guilds
in that Divine Consulate's city or commune.
