Although this isn't documented yet in the help files, those who can
write in organizational books are as follows:

CLANS - The clan leader must set the privilege of "recorder" to a
position. Any position with the 'recorder' flag can write and maintain clan
books.

GUILDS - The Guild Administer can write in any books. Otherwise, the
Guild Administer may appoint people to the position of "archivist",
giving them permission.

ORDERS - Gods may invest the power of "chronicler" as an order rank
power, enabling those with that rank to write and maintain order books.

CITIES/COMMUNES - Nothing is implemented for cities/communes at this
time--sorry, you'll have to wait for that!
