My apologies for the continue tweaking we have to do with libraries but
there's another update.

The credibility rating each year is defaulted at 150 cultural points. So
long as a library maintains 150 cultural points, that library will
receive a bonus of 150 cultural points. If a critique is found valid,
the library the book came from will be penalized -25 credibility points.
If a critique is found invalid, the library who critiqued the book will
be book will be penalized -25 credibility points. Note that this won't
go into effect until the following year so the penalties will always
impact a library for a full year. Also be aware that a credibilty CAN go
negative.

For the calculation of literary and scholarly works for those bonuses,
the only books that are counted are the books that are published and
have gone through the critique period with no critiques found valid.

ATTENTION LIBRARIANS: You will need to reset the take-out fees. Also, the period for checking out books are in game days and can be set to a maximum of 90 game days.
