Clarification regarding Mass Issues

Hello!

Recently we have had several cases of "mass issuing," which is to say
that one person is issued by multiple parties regarding a single
incident (usually an alleged case of bug abuse). We would like to offer
some clarification regarding these issues:

In cases where there are multiple issues filed regarding a single
incident, we will treat all the issues as though they were one, single
issue (including any action taken against the issuee).

We are aware there has been some confusion regarding this policy in the
past, and cases where groups of issuers have filed multiple individual
issues in order to try and bolster their issues' collective chances of
being substantiated. This is, however, a misleading view of how issues
are handled by the Administrators.

As issues are adjudicated based on recorded fact (e.g., system logs,
established policy, etc.) rather than persuasive testimony in almost all
circumstances, unless new information is presented in separate issues
they are unnecessary to substantiate an issue.

We hope this clears up some of the misconceptions and confusion on this
issue (har har)!
