I forgot to mention one change to cities and communes in the last post!

The Ruling Council of a City/Commune has a new priv:
- CITY AUTOPOWERBLOCK [ON/OFF]

When on, all novices that join your city in the introduction, or that
are citizened or welcomed into the city, will automatically be
powerblocked from your nexus, and will receive no message about it.
