DMP changes

The Envoys have been working with me to review the changes caused by the
introduction of our DMP weighting system. I'm happy to say that I think
these changes will help smooth over some of the bumps caused by DMP, and
that they will in general help make combat in Lusternia more balanced.

- Stun times are, on average, shorter (and somewhat more variable)

- Writhe times are, on average, longer

- Tumble times have a broader scale, which means that:
- For small races, your tumble will be faster
- For large races, your tumble will be slower

- The DMP weighting scale has been raised for the lowest tier. Your
first 20 points of resistance of any given type will not be weighted,
rather than the first 10.

- The DMP weighting now calculates values to a tenth of a percent,
rather than rounding off at whole numbers. This means you will notice a
more gradual increase in your resistances if your resistances are
weighted, rather than having to wait until the next whole number to see
any difference.

I'd like to thank our hard-working envoys who did a lot of testing with
me on these issues, and who compiled the suggestions from which these
changes were drawn and inspired. I believe their feedback has made this
a very balanced set of changes. Thanks Envoys!
