Er, no, I don't. Even as an Illuminati I realized that badluck was a completely faceroll skill that disproportionately cripples Psionics users and 1-handed warriors. Being on an organization's 'side' in an in-game sense doesn't mean you're obligated to envoy war for it when it comes to game balance.
The Announce post is really vague. Badluck will trigger on all the actions it did previously (which is "just about everything"), but the chance for it to fire and the duration of the offbalance has been cut in half. 15% and 1.5 seconds, respectively. The 'random timer' refers to the mechanic where, if you proc badluck, you cannot do so again for (based on the discussion prior to the change) 1-3 seconds, perhaps more. This is based, again, on the discussion prior to the change's implementation, so some of the perceived mechanics may be different.
So if an Illuminati actually uses their skills (!) a badluck proc will result in the old 3s balance loss (ectoplasm) or, better yet, 4.5s (ectoplasm + hekoskeri). Still a considerable amount of time, but now it just requires brains and setup.

Petty condescension aside, I might be inclined to agree with you. Depends on if the Illuminati actually put out someone fairly seasoned with timed ectoplasm etc and how well they do with it. If it's too much, it could be lowered to 2p, but probably no lower than that. Homunculi give a 'weaker' version of it for 0p, but I don't know if that's in magnitude or duration.

I am disappointed by the BadLuck changes; they are even worse than what Estarra initially pitched at us (cut proc rate by half). Unfortunately, the proposed alternatives (prevent badluck from procing while off balance; retain current proc rate, switch badluck to stripping focus balance+1-2 second balance loss OR minor insanity; move BadLuck over to a semi-randomized 10-14 second timer; retain current proc rate but prevent badluck from fireing within 5 seconds of last proc, etc.) were all rejected for technical reasons, balance issues or because the Administration didn't like the idea for thematic/complexity problems.
I remain hopeful that I and the other envoys will be able to find a good solution for BadLuck and for the other issues that the Illuminati currently have.

Ships are also on a, maybe, 10 minute re-entry unless you get another ship to come back for them so they can synchrofuse but that requires that you lose forces, I wonder if it would be faster to fly back to most places.
EDIT: Yeah, considering taking Estarra up on the offer. I like the whole, being able to summon my ship when I die on a bubble, I don't think on, a five minute wait, it is worth 250 credits.

If it required you to be perfectly still, like gateweaving and destroying paintings, then I think it'd be fine to cut transit time down to a minute. Because then it's still useful for casual travel and such, but not a sure thing for using a whistle to summon more players unless you actually have people to watch your back while you whistle.
