I think it's because yes, while he's a insane, he's also enormously entertaining. The plot about coating the streets in butter to catch the purple duck had me laughing for days.

I'm a bit curious where this notion comes from. I mean, for all I know it could be true, but isn't it equally possible that the Geomancers are content with Jigan as Archmage?

If memory serves me correctly, when Jigan went up against Vashner for Archmage, there were no other contenders.
EDIT: looking back, it seems as if I'm being needlessly harsh. I like Jigan, and I do think he's doing a good job as Archmage.

I can't speak for the Geomancers, but Vashner was essentially inactive at the time of the election, or barely active. Jigan may be doing a great job, no idea, but the selection pool is rather shallow considering Esano doesn't want a position.
It was more sarcasm than anything.
