By divorcing a race from its stats, you're free to play whatever class/race combo you feel like without worrying about being screwed over for bashing/combat/influencing. Sorry to necro this topic, but I just wanted to clarify that the reason we have specs in lusternia is because the cities are traditionally built by only one race (or two in hallifax' case). This is mainly because before the return of humans, races couldn't interbreed, so there was a clear reason why they weren't mingling. This is reflected in the packs: if you play a race that is traditionally from a certain city, you get rewards: this ensures that if not 100%, the cities still tend to be predominantly populated by the races that traditionally built them. In my personal opinion, introducing stat packs would break this and therefore, in the case of lusternia, actually -subtract- a very significant part of lusternian roleplay.
If you want to get anything changed, your best bet is probably to request a change of the racial spec system, because I am reasonably sure (though I may be wrong of course) that Est is not going to break up the racial divides in lusternia.

Humans are capable of interbreeding with any race; no other races are capable of such (except possibly viscanti?). Thus, before humans came along, the racial boundaries were a bit more firm.

Lusternia is set up quite well racially IMO (does that count as a rave?). In Aetolia and Imperian, and I suppose Achaea although they don't have statpacks, you more or less had one clearly superior race for balance classes, one for EQ classes, and maybe a couple of other good picks for tasks like tanking. In Lusternia, spec races, the strong ties between races and cities and communes, the diversity in class roles, and the importance of stats like dexterity and charisma, which either don't exist or are of marginal importance elsewhere in IRE, all contribute to a far greater array of racial niches, which has resulted in a greater spread.
