Theoretically, with Hallifax being sticklers for following the law, someone reading said thing in the logs would enforce the law.

And no. They live in Faethorn, but they have to serve in both the Forests to keep Nature alive and well. Look into the tah'Vrai some time (it is their Duty). They just sometimes need to be encouraged to serve. If you GREET them they tell you which forest they wish to go to at the time (if any). Kidnapping / stealing them is when you take one where it does not wish to go, from the Commune point of view. Try saying "Cosmic" in front of one of them.
