Viscanti are the result of races being transformed by the taint, not by interbreeding. They could only interbreed after they turned into Viscanti, that can explain different looks and stuff.
Only humans however can interbreed with every race.

That's the Taint at work. Viscanti are some weird amalgamation of tainted beings that all are part of the same race and can accept new genetic material. They're tainted mutts, in essence.

Other races are not able to actually breed outside their species without some Human involvement somewhere. Excepting Elfen and Fae.

I would kind of say yes it is a gene-splicer or changer or some such as through it you can change your race. I always took it as the Portal of fate is the tool to take ahold of your fate and the people who never did are the mobs and some such.

Well, look at it from a dog-perspective, different dog-races can interbreed amongst themselves, but they couldn't interbreed with humans.
