Brewmeisters create specialty malts (pale, amber and dark) and specialty dry teas (black, green, white and oolong). Cooking cartels can make designs using these preliminary items (malts and dry leaves). Both Brewmeisters and Cooks can brew both beers and teas (using the malts/dry tea in a cooking design). Brewmeisters cannot join a cartel so only cooks can brew special cartel beers and teas.

If I'm understanding right, what you're saying is that brewmeisters do not require these items from cooks at all, but rather herbalists give items to brewmeisters who can in turn sell to cooks, and the extra pattern types are entirely irrelevant?
EDIT: Wait, I'm starting to follow. Cooks and brewmeisters draw from the same public designs, so the item type matters. I suppose the real question then is how do whitetea and darkmalt and similar commodities come into the world?

Correct. Brewmeisters don't need cooks but cooks need Brewmeisters to make malts and teas. Extra patterns types are never irrelevant! Many will pay up for exclusive and unique designs!
We made the choice to allow Brewmeisters to share creating alcohol with cooks as it simply didn't seem logical that Brewmeisters wouldn't be able to brew!

The only issue I have with Brewmeister at the moment is that I can't buy a cartel and design my own brews. I can see why, I suppose, but it just means I'll have to bug cooks all the time to submit for me.

Okay, this is how it works - there's three beers and four teas. To make any of them, you need pale/amber/darkmalts for the beers, and green/white/black/oolong tea pouches for the teas. Those are the ingredients. Only brewmeisters can make those ingredients. They can, in turn, sell them to cooks, who can then brew up the drinks. Or brew them up themselves. And I'm certain there's no way at current that you can access private cartel designs, even if you're in a privately owned cartel. I tested it mahself.

I don't know offhand what the rate is, but I do hope you tried it multiple times. It's pretty likely when doing damage testing that you'll encounter some regeneration unless you're spamming enter so other prompts catch it.
