Imo, it shouldn't be useable only by the commune. Leave the skill specific, but make it useable for other places as well. That's a sweet incentive for a Black Market.

If the effect lasts more than one use, being able to cure an affliction with a sip of the standard healing/mana/bromide sounds like something that will revolutionize or potentially destroy affliction-based combat...
