Is this not actually true yet, or has everyone who wants one of these failed to realize they are already available?

There are a few creatures like that left over from the days of Riding, but they're not actually beasts in the truest sense yet.

The "mountable as a " is left over from Riding, like Zarquan said, when you had to gain more skill in Riding to ride higher "level" mounts. Like it was light horse, medium horse, heavy horse, war horse, legendary or something like that.

Manticores (with innate flying, gust, poison)

Inferno Beetle (with innate minor breath fire, trotting, and gallop)

I logged in today, and was dismayed to learn my artifact collared eagle is still useless... like a year later. Le sigh. I think they should finish converting over old mounts, especially ones that are collared, before they add new ones.
