No. The Fact that you get a hit and run tool from a quest, which is usually separate from PvP, is ironic.

Get your own orgbix and do your own hit and run. Problem solved, you don't need to try to slap down people who did 12 days of questing because you don't like their reward.

TBC, Marani, Mount Dio, and Hifarae are just a few quests that come to mind which can be sources of player conflict. It's not that unusual for the results of a quest to have some bearing on someone somewhere.
