Honestly, I'd talk to Esano and petition. A lot of the people in that project have gone dormant or are just dragging their feet a lot! The turn-out rate for Mag has gone down substantially, too. Plenty of points to argue with.
Or if you don't mind the grind, start whoring the brain quest within the parameters you are allowed to. It is a really easy quest, and it's ridiculous that Mag doesn't crank out lines faster than everyone else. All it shows is no one there wants to deal with the grind, while Glom's line gathering has way more hurdles and obstructions to make it difficult.

I talked to Esano about this earlier. They're currently revising the whole ordeal, so it might be easier for someone like Ongaku or myself to do it.

That's really good to hear. I talked to him about it a while ago and he said he was revising it then (like... weeks ago). I don't know, it's probably up to the Iron Council, and I know not all of them are fully available at the moment.

I think the list was implemented because people were ing the brains while others did most of the work.

Yes, it probably was. That's the downside to having the quest so easy that a level 30 can do it in ~10 minutes on every hour if they have the energy and desire to do so. But it's not impossible to work around, particularly when keeping in mind that laziness and boredom are active deterrents.
If I had the power, I'd just bother the patrons to have Snaikka track how many brains she gets from which people, so it always stays even, and brain stealing is significantly easier to watch over or care less about than jar stealing. I'm not sure if this would fly with the whole city, as I know people in the past have paid others to do the brain gathering when they're not around, but hey, I think it is workable.

I'm not going to get into a full debate about the topic, but I'd like to point out this was turned down in regards to Celest's lines by Eventru (they suffer from the same problem - nine beacons per, compared to twelve animals), so I have no reason to believe Magnagora's would be any different.
And yes, we have been looking into it, and it has been taking a while - part of the problem of having a significant portion of your leadership having external things to do (ie for me, I'm currently in first-year university). I'm generally multitasking when I'm "playing" Lusternia.

I'm gonna have to turn my girl into a cougar who attacks young men straight out of the Portal to get her married I think. Everyone of a decent age refuses to marry out of their families.
