Don't they reset after just 10 minutes? Whatever the reset, it's more than just five per hour.

Hallifax has one of the easiest power quests in the game, once you get the commissar line.
And there's 10 initiates - there's enough for 10 gold spheres per hour, 10 sands, enough for 10 spikes, 14 pixies, and 14 crowshadows. Don't ask why communes have 4 more than everyone else, as I've no idea.

Are you absolutely sure? I'm pretty positive I've had up to 11 initiates at once, and I know from repeated spamming of the spectres quest that spikes are not limited to 10 per hour.

There are definitely fourteen. It's just really hard to get them all at once, and there's an annoying persistent bug where if you drop all 14 on the drums at once, you only get 13 feathers.
Kind of like the bug that causes beggars to spawn in random outdoor guildhall rooms in mag, which makes it hard to get all of those every time. You can definitely get more than ten of those.
