My apologies to those that imploded with me while I was trying to multitask earlier this morning. (I thought women were supposed to be good at that??!!) But your deaths were not in vain. This is what I was working on:

Devil's Food cupcakes with buttercream frosting (dyed with green food coloring) and dark chocolate/white chocolate butterfly wings. My first try! Didn't turn out half bad .... except for the whole getting everyone killed part. Eep!

The proper solution to this is to delete tinkering and allow bards to specialize in either elemental or cosmic enchanting.

This.
One problem with Tinkering is that it requires unusual items (which are far more commodity-intensive than, say, rings), such as music boxes and horns. Another problem is that even if you disregard the type of items being enchanted, the vast majority of Tinkering enchantments are useless or, at best, utterly marginal.
That being said, inscriptions and Tempo are great for Bards, so all is not lost.

Certainly. Of course, since you require various skills in other skillsets to be able to place those enchantments it'd be a pretty empty skillset.

Which would make it as useful as tinkering is now.
Edit- Actually, to be clearer about it the obvious solution would be to -not- require the Elemental or Cosmic skills. There is no equivalent skill that determines what a tinkerer can and can't enchant beyond their skill level in tinkering. I adore the idea of tinkering, but the enchantable items are far, far too expensive and the enchantments are largely useless in comparison to other specialization enchantments.
