Quite a number of skills have the generic learning lines still. If people can write some dandy ones up and submit them though, that's one bit less of work for the admin to do if it's good.

It would perhaps be neat to see the tension between having to obey the civilians, but at the same time having to make sure they don't destroy the world with crazy experiments. There's plenty of history to draw things from there.
