It's not just "against you", I'm afraid - it hits every city, Mag and Celest included, except if one raised it. The forests get immunity because their nexii don't touch Astral.

I'm pretty sure it hits everyone who it's not tuned for, forests included... but once it's up, anyone can tune it to work for them.

Also, Hallifax got 3 sands somehow this year, so they can deal with a minor one-off sap. tongue.gif

Serenwilde has never been hit by it. Which is why I thought it was targetted, as it traditionally has been Magnagora (and I believe Celest took over it at one point) hitting each other, so I think Esano is right.
