I'm not really for doing that as described, though adding a City/Commune-based ability for the leaders to spend some godawful amount of power on making their planes inaccessible to enemies for a few hours would be alright. Desperation move that hurts the pocketbooks, so to speak.

Problem with that: Doing your raiding in off-hours when the leader isn't around to spend power. Hello, right where you were anyways.

Hmm, I see pretty much one issue with raiding as it is now.
There are two groups of people in Lusternia: those who have all the artifacts, omnitrans, Demi/Ascendant, and those who don't. The gap is SO wide between these two that a group of 6-10 of the latter group cannot stand against 1-2 of the former, no matter how many mechanical shrine powers, area effects, karma things, etc. that you put in. Combat strength isn't on a linear increase-- it's an exponential curve. Combat in the game is horribly unbalanced. But if you try to suggest that, the people at the top quite frankly throw childish tantrums and threaten to leave the game and take their money with them.
I believe that if things are more balanced, more people will get involved and spend money on the game. The way to do that, in my opinion, is to flatten out the exponential curve so more people can get involved sooner and have a chance against those stronger than they are with sufficient numbers. If people threaten to leave, then fine. I would rather see the game balanced out and some people storm out in a huff, resulting in a better game that more people will want to play, instead of an unbalanced game where only a few people throw out money and participate while the rest of the playerbase leaves because they can't get into that aspect of play.
With the curve set so high, people can't defend. Heck, when I hear Narsrim is attacking, I don't even want to go up, not because I'll die, but because there is no hope of even catching him, letting alone taking him down no matter how many people we have present. And as soon as I hear of the 5 or 6 Demis gathering on Faethorn, I'll usually log off. It becomes a fight between Demis and the rest of the players either die or can't do anything. If the curve issue is fixed, raiding won't be as unfun as it is now.

Moiraine was suggesting it not be a timer, but a discretionary. I was pointing out the flaw in that.

The raiders don't know when to stop. I was pretty irked this morning - I heard that a hamster hunt was started, so I logged in just to do it. Not only did Jozen jump me right off the bat, apparently as a pre-emptive kill to get me out of the way (I dunno, honestly, never met him), he and Veyrzhul then proceeded to raid for the entire hunt, which meant I had to eventually give up the fun little event that I was excited to do, and had to sit up in Etherglom waiting for them to keep coming in and out.
This kind of stuff happens all the time - people have to drop everything they are doing and just sit around "on call" because if you don't, the raiders will kite off individual daughters piecemeal before you can get back in time.

So I didn't read every thing (most though.) but I'd like to offer my suggestion despite being a non-combatant.

So for something like this I'd suggest something similar to Villages. Yes you can do PK in some villages, but overall it is an influencers game. Why not make something similar? Since Villages, if I remember right, were on a good schedule of change, it might make for a good conduit for the combatants. Make certain villages or an area won via fighting. The village/area could give a small bonus (so that it is not a mandatory sort of thing, more like a fun "hey, I think it'd be cool if I tried to get this area for this cool little thing.") . I guess my best reference would be Lake Wrintergrasp in WoW. It is PvP zone exclusively that at certain intervals each side fights for control of Wintergrasp Keep. Winning gives you access to the Keep, which has an instance, and dailies for the winning side. You could have a small area, that can be gained with like 1-2 people (more might be overkill), that give small things for that person or perhaps the org/guild. Also perhaps bigger areas that take a little more amount of people to win, that'd grant better things.
I think having a zone/are that is not exclusively for PvP but more geared towards would help with the raiding, perhaps. It'd might make some people mad that there's an area solely for those who can fight, but you know not everyone likes to bash or influence yet we have areas that are geared completely towards that. What's wrong with making something for our PvPers? And it is not as if you didn't keep doing it for hours after the event was over. Summoning help every time you thought you might be in any kind of danger whatsoever, so please don't try to blame it on the event. It is quite disingenuous. Just say that you were raiding because you wanted to raid.

If you think that pointing out what happened for two hours this morning is "trolling" you... :/
However, Sadhyra is not talking about the Prime part of it, she is talking about the having to sit on Ethereal and miss the event because you were raiding. That does actually count as an encounter, even if you were just running in and out.

FYI, adding new areas (or totally new planes) can take 6 months to a year (or more!) to implement, so keep that in mind when you drop suggestions.

What would fix the problem is to stop kitting, if some one declares someone on a plane or something make it so they can't cubix out for at least 10 minutes.

Recapping ideas again:
- Implement Insanity for org enemies on org planes
- New system for individuals to battle (like domoths), maybe available to do at anytime
- Upgrade arena
- Add "defending mobs" to prevent 1-2 person raids
- Drop conglute on the skill list--though I would never consider it without a replacement trans skill (which would make transing planar worth it) -- any suggestions?
- Allow orgs the power to declare certain times their planes are off limits (peaced?) at a cost
- Let Avengre protect all planes, not just prime
- My own out-of-the-box idea: at a cost to the player org, instead of engaging the enemy invader directly, allow protectors to possess special guardians (must control every action).
