Not neccessarily. Othero said it's still possible for them to lose. Think about it. Could they lose if the Shogun had three subjects? No. The shogun would know that and his subjects wouldn't vote for themselves. It'd also require the Shogun to correctly choose a non-recruited ronin three times in a row. You might still have a chance! Especially if, had the Shogun been in majority, they'd have train-voted Furien before he got a chance to remove the vote on himself.

Although this does give some credibility to the idea that there is a SK out there too. Because if it is true that Zynna and everyone else unrecruited stand no chance at victory because the Shogun has half the players under his thumb, then the killer not being on the same team as the Shogun is a neccessity since it'd be the only other thing that could throw the group off the fast-track to victory.
