This does contradict your earlier point of there being an ic precedent against it though, so your reluctance is clearly to maintain status quo in which Magnagora can and will gain some advantage from the ethereal plane irrespective of a supposed ic risk.
As for creating a player driven change, it took a long time for anything to happen regarding Raziela and if one believes it they had direct divine assistance. The divine are fallable and some are more active than others, so is that truly a fair mechanism for change? Some divine also interfere more than others, so if anything a mechanical change needs more than just an attentive ear of a divine.

I'd think the public news posts declaring war between the groups, as well as the constant raids, severing of peace treaties, obvious alliances in wildnodes/revolts, slaying of city mobs, banning of commerce and so on and so forth were pretty clear IC actions displaying a shift away from the pre-coded alliances.

How would you convince Avatars/Spirits/DLs/Supernals IC. Just keep talking to them hoping a Divine notices? Then what, they possess the mob and say "no, go away, I'm busy". Then you keep bugging them until somehow they start to think about it and then go "okay, go do this and this and this and I'll start converting". It seems like that wouldn't work.
And I assume you wouldn't just approach your Patron and say "hey we want this and this to happen". Unless you do the nagging to the Patron instead of the Avatar/DL/Supernal...
