They probably never even gave it a thought. They designed the classes around the assumption that they would be played within their respective orgs, and the more power-intensive ones and the ones that don't share skill sets across guilds ended up getting screwed.
It has been stated that rogues are not meant to be viable. Restricting feats to orgs is a likely extension of this, hence warriors with tracking have options that require power availability to all orgs and become rogue viable by necessity.

I could've creamed you while I was in the Blacktalon, Urazial. You're the biggest failure of a VA in town - why else would you need to stalk me at the aetherplex for hours at a time, and only do kick and run raids on EtherSeren?

You kill starving deer, drop them at the Harpy Feeding Grounds in SW Glomdoring, and you give the eggs they drop to the Swamp Ghast.

Swampghast is loyal to Glomdoring, and invincible. That's a nice quest, though, if there are no Crow users around.

What's that have to do with anything? I guess if you wanted to interfere with the quest you could kill the deer and run off with them... but eh, you couldn't keep that up for very long.

Well, the quest doesn't really get used for any of the Glomdoring epic quests, it's just more of a utility quest if you want a 'free' Crow cloak. And I was under the impression that being a loyal, the Swampghast will turn aggressive on a Glomdoring enemy.

Loyals turn aggressive when you try to give em things (but not when influenced). That's why those who are enemied to the Kephera can't get themselves unenemied. (And why Imhohet should be made to reset, or the attendant should be able to give temporary amnesty if Imhohet is down).

At the very start Lusternia was designed to make sure that leaving your city would result in a subpar character, mostly due to the rampant rogues other games were known for. It also forced people to actually deal with their community and other players rather than retreat away from the group dynamic by going rogue. I believe it was mentioned in open beta as a way to encourage a more social spirit among the communities.

And as tradeoff they gave players the power to royally screw others by kicking them from their org (when deserved ok, but when in lieu of political powergames not that nice).

No matter what, a kick is a royal screw over. Before the professions system, if you were ousted from your city before you had GR3, it was a tremendous loss in IRL investment (in Imperian). At least here you retain your class no matter what and can go to similar class guild elsewhere. :/

To be fair, if you're not a combatant (as in you really don't fight at all), aeromancy is the best elementalism spec.
