Erm, normally, I advocate people giving suggestions and then improving on it, but I suggest that you seriously think about what you are suggesting there.
Questions like:
How do you determine which guild gets cut.
Where would those people whose guild gets cut go?
What would happen to all the lessons invested by those people?
If they've purchased guild specific artifacts, what are they going to do with it?
Perhaps the most important question: How are those people going to feel?

At the moment we are looking at 30 guilds, if Halli and Gaudi get monks and bards. If Ackle and Jojo return that's up to 40 guilds.
What guilds do you delete?
You couldn't delete any of the guaridan, wiccan, mage or druid guilds because of their ties to the org and if you remove the any of the latter two you need to remove demesnes from the game completely.
You could remove bards, though that seems unfair to the spiritsingers who appear to be one of the most popular guilds.
You could remove monks.
You could potentially merge monks and warriors, this would buff up the numbers in those guilds but is kinda... eh.
This is all reminding me of Achaeas house system, the planned ToP guild-less system and even MKOs guilds.
Having so many differing classes would not be as much of an issue with one of them, the orgs could call them what they wanted(tribes/cabals/castes/etc), you could have admin and council approvals for new ones, then if one of them happens to collapse they can more easily be deleted.
Though without being forced into playing a class that they dislike people could more easily move to smaller guilds(could even be a political move). It's difficult to do now because everything is so well established and the like, but given that every other ironrealms game does not bind guild to class it remains somewhat of an option.
Could a nice mod move all of these posts into a different thread though, it's beyond a simple idea now

merge them not only as a guild but as a class. Two primary selections, primary selection restricts selection of secondary and tertiary.

Whatever we do, please, do NOT offer OOC rewards to get guilds built up. IRE has been sucking the joy and better aspects out of the game by making it all about getting these "rewards".

Maybe, maybe not. The ministry of peace would remain and could become a large guild filled with the fighter types from each hallifax class.
However, the point of doing this is so that people join the guild that suits their roleplay the best while being able to have the class they prefer and anyway, if the sentinels wanted to infiltrate the guilds there is nothing stopping them from doing so now.

It doesn't make sense though, especially the two divine you want who actually have incompatible ideals. It might make sense maybe for being able to join the outer circle of an allied god (godfeelings wise ally not same org) but for the rest one would assume your devotion cancels out any other possible god.

Essentially, it's taking one of the aspects of the game that is pretty much centered on RP, and turning it into another metagame OOC reward mechanism.
