Why not have a power stock market? Here's my vision:
1. The stock value of a city or commune is based on how much power is gained per day, and in relation to other cities and communes.
2. Players can buy and sell the stock from different organizations, at a profit or a loss of gold.
3. Being the source of the stock purchases, the city or commune gets a portion of the gold spent each time some of their stock changes hands.
4. Options, options, options!

Not sure it'd work. If you base the income on RL days, you get the occational day when guard upkeep isn't paid and villages don't generate gold, which makes downs quite predictable. Similarly, if you base it on RL months, you'd get the occational month when there'd be two powergains from domoths/statues/totems/what-have-you, which is equally predictable.
EDIT: Not to mention that power-minister and aides will have a huge leg up since they'll know beforehand how much power is added.

Don't all of the orgs gain/lose power at the same time for such things?

Yes, they do. But since prices would be based on some time frame, it'd be easy to sell or buy stock to maximize it based on such events.
EDIT: Also, some power quests give around 50.000 power. When you see one being done, just buy the stock if the price changes at the daychange or sell them if the price rises immediately on power gain.

I suppose it would have to be more complicated then I stated then, and the value of the stock would have to rise and fall based on the number people buying and selling it as well.

Unfortunately, the power input and output of any organisation is too easilly predicted to be a good base for a stock market.

Someone (probably a hallifaxian) would come up with a way to package up the power debts of large numbers of clueless newbies and use the market to sell them to unsuspecting credit whores. It would eventually spiral out of control bringing the Basin to it's knees.
Elostian would tell us that we need to hunt up huge amounts of essence & give it to him to solve the problem. We would later find out that he and the Board of Directors had been voting themselves enormous power bonuses all the while and they would be hauled up infront of Estarra.
The net result of all this upheaval would be a few Magnagoran mount breeders going out of business, replaced by smaller and more efficient Gaudiguchian hybrids.

What purpose would the introduction of stocks serve except for people to have something to speculate on? I don't want Gaudiguch mounts.

And if someone buys up enough (see: 51%) of the stock, they can take control of the nexus and have totalitarian control of how power is spent! I like this idea. ()

i prefer investing in penny stock market rather then power stock market
