Mortal reviewers cannot flag it 'no mortal review' - they can flag it 'needs divine review', which means they feel there is something about the design that requires the Charites to look at it. Generally it's a questionable design choice (floating candles using cloud essence, all dirt cheap commodities (bacon breastplate, in example), etc), though if a trademaster resubmits arguing the reason it was rejected, it also will very likely be flagged (since they aren't supposed to handle those). There's very few Charites, and they're all thoroughly busy, so unfortunately it can be a while before someone gets to it.
Yeah, I'm somewhat familiar with how it works. I have a viola design that uses merian blood for a stain, and they flagged it for divine. I mean, come on.

Actually, there would be no benefit to them in flagging for divine review. They don't get paid for those, so if they just wanted to not review it and not get paid, they could just not review it, more easily than writing a flagging reason.

You only need like novice aethercraft to pilot. Higher aethercraft doesn't even make your piloting more efficient once you're out there.
