When I bugged the "cannot get Sceptre from Well" thing, I was told that there was more to the quest. All I had done was put 4 parts into the full Well during Full Moon.

There is a certain, dark pleasure people get from this. I noticed this when I did the epic quest for Celest and it was easy to tell what part I was on. >_>

That might be more because the Inner Sea and that part of the epic is a conflict quest - the other side can't do their side if you can do yours.
