Personally, I don't really care about making cross-org envoy reports, it's done all the time with the envoy system (nerfs in particular).
What I think is a fair issue though, is positions being held by more or less inactive people, which I think is a fair complaint, myself.

Though, I don't think the envoy system is entirely without hope, I just feel like there should be a 'support' motion necessary to approve reports that your guild does not have access to, if you don't have enough votes, it's rejected automatically.

Both new Guardian guilds have some kinks to work out, and as far as I can understand, the job of envoy is to preserve overall balance, not get in to a buff-report arms race or a nerf-report arms race with some other envoy or something of that nature. That's a different issue, naturally.
On the other hand, if the person is making actual, useful reports despite being inactive? And the alternative is an empty spot, or someone who's just forced into the spot? I dunno.
With the current set up, and the idiocy that has become known as the Envoy War, it just means a fleshed out org with lots of people (that is, already on top of things) gets way more swings at the ball (five! Especially if they're colluding with each other!), than, to take the other extreme, a new org who can't even get enough people to properly fill their slots. (Typically 3 at best, more likely less!).
To me, the whole system is utterly corrupt. Half the changes aren't necessary, just the report is made because its there, or because not doing it results in losing the "war". How many administrative resources are burnt each month perpetuating a system that only results in conflict in the damn metagame. Nuke the whole thing.
Instead, tackle one or two issues a month. Have the admin decide these based on their own observations, or open conversation. Once a topic is decided upon, have them ask people they trust with an eye to quality, and balance people on both sides of any potential issue.
I mean, look at what we know is going on.
Choke being defended by the "I like wailing on people stuck in incurable aeon" crowd, and attacked by the "getting wailed on in incurable aeon sorta sucks" crowd.

The system sucks. Sucks so bad I'm comfortable saying that it's probably worse (and certainly more volitile) than no system at all.

Clearly the solution is to have a month where every envoy on one side envoy the exact same report while everybody on the other side envoys the exact same report (that does something else).

Actually, I think a way to append reports by the other envoys would be helpful too. It won't delete the initial report, it just allows them to present other more palatable (perhaps even better) solutions (with rationale) as well.

Just be glad that you don't have to suffer through Imperian's version of the envoy system - at first I thought it was a splendid idea, but the results that have come of it are spectacularly insane. The system essentially makes every player an envoy and they can submit a certain, small amount of reports every cycle. The cycle takes about a month, with reports being written and refined for half of the cycle, and the other half closing report editing in lieu of allowing everybody to write comments on reports and then CENSURE or ENDORSE them. In general, the highest endorsed reports get considered and then are implemented.

I don't really get why some of the Ninjakari ideals are based on silence. That sounds a bit too Nocht/Glomdoring for my liking. Actually it irks me greatly.
