Well it seems to me that it is almost pointless to purchase credits the old fashioned way now. In most cases you could enroll to multiple subscriptions (ie: buy 3 memberships) for a period of one month and still come out ahead.

I kinda doubt it, because I don't think they want people getting a 50%-100% XP bonus, for example.

I would doubt it for credit sales reasons. If you want a bigger perk, buy at the less-discounted (but still discounted, because you have a membership!) rate.

I'd honestly be surprised if it was even possible to buy two memberships on the same email address. And since you can't link one character to multiple email addresses, it would be impossible to stack.

And yet I personally know over a dozen people who have been screwed by it, and boycotted it for the past several years for screwing me over. Only Lusternia managed to force me to use the bloody thing again.

I don't think it's productive to argue PayPal's merits (or lack thereof) here, because I don't believe anyone's going to budge from their opinion. I signed up for the Elite membership this morning, and the entire transaction (payment, credits and dingbats in hand in-game) was completed in a couple of minutes, possibly even less.
If you used the website form (this one), which I believe is the only way to sign up, we can rule out any erroneous or unregistered email addresses, since it's automated and we can be fairly sure that IRE/Lusternia's address is registered with PayPal.
According to PayPal's support system, the only other reason why your payment would be unclaimed is that the recipient (i.e., IRE/Lusternia) hasn't accepted it yet for some reason. There could be any number of explanations for this, of which PayPal being at fault is only one. Maybe IRE's having difficulties with the flow of things, or they aren't set up to accept the payment method you're trying to use (whatever that is; I don't know), or... well, who knows?
