Easy fix: only can affect a target if that target has already declared you (not vice versa), in places with Avenger protection. (Everywhere else, ganking is already de rigeur.)
There are so many ways already being used to trap someone so you can gank them right now that I really don't see how this would be a big deal to be used that way, given that you also have to give up doing it as a group. But the bigger consideration is that that's normal for Lusternia. Artifacts that can be used to grief people are the norm, not the exception. I never intended this to be used primarily in defense, not offense. The point of it is, whether you're the aggressor or a defender, it's still forcing one-on-one fights... for the sheer novelty of having those. I can think of a lot of frequent aggressors who have bemoaned never being able to have one-on-one fights who I think would be more likely to buy this than me, and that's fine. I don't think this would make it more likely they'd attack someone -- it would just mean the attack that was going to happen anyway will be one-on-one when it happens.

Actually, one on one, there is almost no way to hold someone down who wants to leave. That's why you have group ganks. And half of those you can avoid too with a good system and fast reaction time. This would mean that instead of running the hell away from Shuyin, say, I'd just die instead, with or without a group.

There's also the potential issue of hitting a melder with it JUST because they're a melder. Meaning at minumum you've taken away their demesne effects on your other raiders/defenders. At worst, they'll have to dissolve their meld to deal with you.

Now that we have the Illusions Rune, if it turns out to become a regular artifact, may I suggest it come in two forms, the Greater Rune of Illusions (what sold in the auctions), and a Lesser one (with upgrade option to the former), which does the same thing but only on these illusions: Changeself, Invisibility, Reflection, Magicmouth, Script, Improved, Blur, Programmed, Glamour, Conceal, Manse, Nature, Statue, IllusorySelf, and PhantomArmour. (In other words, non-offense illusions, at least that's my intent with that list. A few, notably Programmed, might need to be removed from the list.) Given the auction prices, I suggest they should be priced at 300 (Lesser) and 900 (Greater).

I don't think we'll see any of them for a while, but I think the Watering Can, the Transplant Pot, the Divine Manna, the Mass Rune, the Flute of the Winds, and the Divine Mark are the most likely candidates for being regular artifacts.
The Planar Rune, the Glasswork Rune, the Illusion Rune, the Wand of Windwalls, and the Binoculars are probably going to be added to the auction rotation.

Is there currently an artifact that allows the weathersight skill? What about scaling boots? I don't remember all of the artifacts and I can't get the help artifacts page to open. >.>

Who would buy a weathersight arti? Just invest those credits into environment and you'll also be closer to getting Attune for it's nifty 10 DMP. Same with scaling boots.

I wouldn't mind seeing archetype-specific runes that increase damage against denizens. 125|275|500 credits respectively for something like 2|4|7 percent increases.
Cheaper prices because, as mentioned above, they'd be archetype specific. I wouldn't be against guild specific either.

I'd like to make everything I own permanent and resetting, but there has been resistance, understandably so, to make this happen for certain types of things.

Depends on what you are looking to customize... If you're talking about forged weapons, no, but if you can make jewelry non-decay/resetting.

I got one thing (a rose) made non-decay and resetting that isn't runed or jewelry or a weapon, but that might have been a one-off, and they might regret having done it, so don't consider it a precedent. (I already have to make sure not to ever accidentally use it as a commodity in crafting, both because I don't want to, and because it could be seen as a cheap cheat.)

Yeah, I wouldn't trust that help file. I'm fairly sure it's mostly just carried over from Achaea.
