Sounds like just a minor variation on the existing ledger rather than a new artifact. (Or the existing ledger, combined with my Workbench Ledger script for zMUD or its equivalent.)

We have the snowman miniatures which, when placed in a manse, you can make snowballs from! Better than any pack I'd say.

Shouldn't its effect be that you would immediately go blind so you can't see any danger? Usable any time!

I do have to say that would be strangely calming while i'm being torn to shreds. A self induced blackout to spare you the details of seeing your limbs ripped off and organs eaten by astral nasties.

Of course, I borrowed the idea from Douglas Adams!
However, hrm.... I do kind of like that blackout effect. An item that can be used once per game day that would blackout everyone in the room, including yourself, enemies and allies... it sounds neat but possibly too much for a dingbat artifact. Comments?

Giving blackouts to people who normally can't blockout and have timed instants is a bad idea. Making it blackout EVERYONE so not even the target's buddies can warn them makes it even worse.

Well, I think it would depend how long the black out is and what type of equilibrium loss it takes to push the panic button. If the blackout lasted one second and the equilibrium loss was 3 seconds... still too powerful? (Again, usable once per game day.)
