The runes don't work if the totem isn't bonded, and Druids/Warriors who can't rune totems are able to appoint a 'caretaker' to rune their own totems without losing the bond.

Based on the Geomancer who used to tell dark children's stories, this book can randomly summon a dark creature (demon, grue, garwraith, astral mod, dragon, etc.) to attack the person's enemies. This power can only be used once per Lusternian month, and the creature will only last for 1 Lusternian day.

An Iconic representation of Erion, this small picture scares the heck out of fae based on the history from a few centuries ago. Any summoned fae attempting to attack the wearer of this icon will stop in their tracks, similar to how a nymph stops non-fae, except it involves the fae being afraid.

Veonira's Vexing Mammoth.
This pewter image is a picture of the famous Mammoth Veonira had.
Similar to a barrel, the user can THROW the mammoth to a room. The magic of the icon affects everybody in the room and subjects them to a trample effect. (Limited user per day/month).

Since there was already one named after Tully, I'm actually suggesting it for some of the other famous ones--just to be fair. Besides, I think it might be nice to remember some of the legacy players in history. Sort of in the tradition of Greyhawk and Forgotten Realms and all those famous D&D campaigns.

Considering the great lengths Estarra recently went to stop any form of stealing I don't think they'd be a fan of the sigil (Even though you literally cannot steal from stockrooms now).
I've no problem with people get artifacts named after them, so long as they're really only flavour things.

Flash-Light of Eventru: Allows the person to 1/day make a giant flash of light, blinding themselves and everybody in the room. It also shows the entire Basin where the flash of light came from in bright golden letters.

What I wanted was to have the runes on the totem and functioning as if the totems were bonded, but not allow one druid to make every totem in the forest not ever revert to an Elder. Cities can put up unlimited statues, all runed (don't tell me commodities are a limiting factor...), with the supposed trade-off being that they don't generate power and can be taken down at will. It takes a long time to take down a statue and Cities have Cosmic planes to generate power that forests don't have but still get the far superior potential protection of a runed statue in every applicable room, across the entire city.

Serenwilde produces more than 1 million power per RL year, passively, without much work beyond totem upkeep. I doubt either city produces that much from influencing angels/demons/etc.
It's really an apples-and-oranges sort of affair.
I also don't think it's a good idea to attempt to try to even out perceived org vs org imbalances with potentially rare, auction-only artifacts.
