Hallifax doesn't even have any OOC clan (THAT I KNOW OF *eye*) and it's still pretty quiet. I can attest to this happening in Gaudiguch, although I can tell that Chixsanga has been making an effort to make GT more active.

That was pretty much my experience when I started out in Glomdoring, although I was entirely new to IRE MUDs, and I also made friends with a handful of talkative people before I graduated novicehood. When I was the GA of the Shadowdancers, I convinced my Spinners (undersecretaries) that constant communication with our Shadowbound (novices) was Mother Night's wish, and if I noticed they weren't performing to my--and by extension, Mother Night's--expectations, they would be severely punished (with a smile, of course).
You're absolutely, absolutely right. When I have more time, I'm going to try and become much more active with the collegium kids because it's essential for Glomdoring's growth that people enjoy their first impressions of the Dark Forest. That's the mistake a lot of my successors made. They saw Druken as an intimidating, oppressive Prince of Shadows on the Court channel, but that's always reserved for veterans. To newbies, Druken is as polite, charming and helpful as he can be, from smiling obsessively to going out of his way to teach new people how to get around.
I know that whenever I go away on a trip or have to spend an excessive amount of time away from Lusternia for a while, it's a pain in the butt trying to get back into the swing of things... and I've played since the very beginning. If undersecretaries, secretaries and guild administrators just keep in the back of their minds that new players are totally oblivious to everything we're already comfortable with, the newbies' experience will be so much better, guaranteed.

I just hope that now that the Legion is said to be seeing some use again, it won't quickly be abandoned because "only Jhagar members showed up, shocking" (quote from Lothringen) because you can't expect the population to respond to its return immediately. It will take some dedication, including updated inductions of citizens and therefore updating the ranks, and time passing, before it can serve its original purpose again. So let's try to remember that it's the nature and side effects of a public PvP clan that we've (apparently) agreed upon as being what matters, not who shows up each time, and not let that create a self-fulfilling prophecy that ends up closing the doors again in the future.

There are a lot of people who play the game without finding their way here, who would suddenly have this "nifty" channel to talk upon.
Forums also allow for deletion, instead of the more rapid "U Suck" "No U Suck" conversations that will happen when tempers fly. When Administrators are not around. *shiver*

Perhaps if you were in the Council clan (or paid attention to it if you were), you'd notice I've been trying to get various people to take over the Legion and work on it for ... months, now. It's not an easy task.

I just found out who the person the first post is referring to is, and I have to say, I am extremely upset about the situation. Gavriel, expect Ongaku to come to you IC with a formal apology. It won't do much good, I'm sure, but I feel both livid and mortified about this.
