In addition to what Shiri just posted, you must remember that if you are going to cite Badluck causing commands to fail, Badluck's list of effected commands is not particularly large. You would be better off saying that Illuminati don't produce command denial so much as denial of a handful of set commands (see: focus mind/body/spirit, as I believe Badluck effects all given syntaxes), and then have the same level of denial as any other Hexes user + 2% when it comes to the rest of the commands in the game.

You aren't telling lies, but you definitely aren't using actual, solid information backed up with some mathematical knowledge or at least a lot of testing to support your claims here. It is very sensationalist to say:
