The same as the old magic skill - I think around 25%.

Correct. There might be a few other minor differences, I'm not sure, but that's the most notable one.

General rule of thumb is message for OOC issues and prayer for IC issues. Which you do depends on whether the guild stuff is an IC or OOC thing.

The bolds are those afflictions which I know stop offense. The Italics are those that I am 100% sure do not.

I -think- that the above is right. I've not encountered a broken wrist or fractured arm much to ascertain the truth of whether or not they would hinder an attack, but the rest should be correct. The ones in the no column are things that either 1) passively accrue wounds on the limb 2) cause bleeding 3) slow down balance on that limb or 4) prevent parrying, but I don't believe they altogether would stop you from punching something in the nose.

Though, I might be wrong, so if you'd like to be -really- sure, go forth and test!

Edit: Oh, and I got Casilu gank'd. I didn't know twisted arms would stop an offense. I knew they made ridiculously high amounts of wounds if left unattended though.

Yeah, I might be wrong too, but I'm pretty sure it does since dislocated does the same thing too and I think I remember it stopping me before. Might be wrong, though. THANKS FOR MAKING ME DOUBT MYSELF, JERK.

You can test this in-game by asking guildmates. It's probably faster.

If they do bleeding, it is negligible. Peck is useless. Fleshform bite is also useless and does not cause bleeding. Claw is basically portable charybdon that's worse than a Nihilist's tail.

So no, as a rule, cutting damage does not = bleeding.
