I agree with Talan's answer, but I'd guess that in case of a tie, the GA is more likely to since that's more of an administrative and within-the-guild thing.

Well, they both happened at exactly the same second, so they're probably both automatic.

I think the duplication is a result of the implementation of playerside enemying to org planes. One message is the one that always would have showed up had anyone been able to read the log (the second one) while the first one is the duplicate message that reflects the change in diplomacy status, the one that corresponds to the message put in if a guild official inputs the enemying command.

Just speculation, mind you.
