You should be prompted to do something at the end of the fifth city questline (i.e. bow to drachou in gaudiguch), they'll give you hints about which quest follows.

I know Celestians must talk to Altaira at some point in our quests at LEAST once (Pearl for Marylinth). I'm fairly certain we need to give her something for all three bits (the tome for the spectre quest, and something from Malicoda).

Do not, I repeat, do NOT jump into the quests. I did just that, and did all three of my epic cycle quests before realizing that I had to bow to Drachou first.

Hrm. I have all the original logs and remember what I did. Once you do the 5 sets of beacons and you see Altaira and get the prophecy, you're gonna go do the next quest (Tome) Getting the key from that will summon Altaira again and DO NOT GIVE HER THE WRONG KEY. (I never heard the end of that one.) Then take the key back. For Malacoda and for the final part, it's the same thing - some part will be taken to Altaira and then handed in. Other wise you're just doing the quest and it won't count towards your epic.

The epic line didn't trigger for me when I had done the 5 lines for Hallifax, so I had to get help from elsewhere. It happens at times, but just ask around. There's plenty of people who have done the quest in all orgs.

When the Cosmic planes started stealing Fae spirits from the Ethereal realm and subverting them into Cosmic entities.

It's not just that. There's a few other perspectives.
1) The Cosmic Planes may have formed the gods, but the ones being tapped are either dead, or contain beings known as the Half-Formed. The Half-Formed are not the same as gods, though they are worshiped in a sense. I think there's a perspective that their souls aren't like the ones found in the lower planes.
2) Much of the tensions before the coming of Estarra dealt with the way the cities were tapping into the planes. It was more forced and didn't apparently take into account the effects it might have. The further "up" you go, the more alien the forces are in, and they have an effect on the Prime and the Ethereal. And that's not taking to account the twisted land that is the Astral plane, or the big K himself.

Also, as I found out, you can't do the epic if you're CR1, need to be at least CR2 for the denizen to speak to you.
