If you authored and published a literary work IG, can it be submitted to the Bardic contest as well (assuming it's appropriate)? I know it's been accepted in the past but wasn't sure if there was a change in that policy.
The last story I published won Bardics and was a prestige book as well.

It's an influencing buff, stacks with the other buffs for regular influence, but it also works on village influence and amnesties, where buffs are less common, so it is nice.

No, but if it's been previously rejected, those reviewers can't review it again.

Be patient. One of our more gutsy administrators will go through the queue and comb out designs that've sat there for a while. If you're truly impatient and it's been there for a week or two, you can withdraw it and re-submit it flagged no mortal review. That will at least get our attention (however such designs often have a long wait time of their own, so it could be hit-or-miss).

What instruments exist in Lusternia? (be it for bards or not.) we have: lute, lyre, mandolin, viola, violin and the flute and drums from auctions? ...are there any other things exist but are not playable by bards?

If you're including quest instruments as well, there's the organ in Mahalla's cave on top of the unplayable but regular items such as the Artisan flutes and trumpets and the auction drums.
