Pretty sure that dmp and racial levels are different things, because the racial levels are hardcapped, and dmp isn't.

Don't know about the first part, but no to the second, the power thing.

I think it's the equivalent of a lvl3, stacking with any runes you have.

Trill don't have a racial language, for starters.

To see if a race has a language, do HELP and consult their advantages. It will be listed there if they do.
