Err, it looks really complicated, I don't really understand it myself, but it sounds like you need both artifacts in your inventory, and one will be deleted for a full refund. It's like an upgrade option for when you do something stupid and buy extra runes or something. (Getting a level 3 rune when you already have a level 2, and forgetting about it, then you realise you only want the level 3... maybe?) ????
edit: Oh, I get it! It's for the crit runes from the auctions. You already have a level 3 crit rune, and you bid (and win) the level 4, and you need to turn it in for a full refund as though you were upgrading it.

You can wear it, but it will still work if it's just in your inventory. Otherwise it's exactly like acquisitio, but you can turn it off and on whenever without wasting charges.

How often do/ how long does it take for denizen leaders to change moods? Like say mildly annoyed back to great mood? Also, just for curiosity's sake, is there a list of other moods? Or ways to improve their moods?
