Yeah. I had Drezneth make 30 normal shields. Only 5 shields came out with stats 20+/20+ lingering around the 20 - 25 mark for either stat. From the other Forgers I've talked to, they apparently find it easy to regularly get 38/39's or even 40/39 great shields, which, translated to non-warriors wielding them, I think becomes 23/24 or 24/24 with the 40% malus added on.
Looks like greatshields are still better.

Oh well, I guess I'll make some normal shields to stock for the wee Hallifaxians who can't afford a 110+ comm shield.

It does, and why bug it? It's clearly not designed to be used by a warrior, so I don't see the malus being applied.

Is the defence received from robes/armour just regular DMP, or is it something else. If it's just regular DMP, it should appear on bodyscan, but doesn't.

Armor is not DMP; it's an entirely separate (and far more complex) damage reduction.

So I've been looking through old threads about weapon speeds with conflicting findings. Is there actually a speed cap for weapons?

So, I'm an Aslaran with forging runes, drawdown, and a pair of cosmic-runed hammers. If I drop precision and temper my hammers to 280 speed, I could in theory reach a weapon speed of 310. Along with my 14% speed bonus, I'd be hitting almost as fast as is, theoretically, mechanically possible. I'm wondering if I would have a change in speed if I dropped those same hammers to, say, 300 speed. I think finding a forger with a mallet may be the easiest solution.
P.S. Last time I checked (don't have the numbers with me) speed had diminishing returns, so it may not be the best of ideas.

Recalling the Big Book of Forging Crap, speed operates in a series of tens. That is, 209 speed != 210 speed. So, when you're forging for speed, to be the most efficient, you want to stop at the lowest point in the speed 'bracket,' or at an even increment of ten. Again, if I'm recalling correctly, every new speed bracket shaves off .1 second from your swing time.
That being said, I've always heard there to be two strategies: go for high speed, mid precision to capitalize on things like knockdown and tendon, or go for high precision, mid speed to make your strikes the most effective. The former has a chance to help with stacking afflictions, especially when capitalizing on a proned state. However, the question to be concerned with is how much will you be hindered? In a fight where you're hindered quite often, you want each individual strike to matter as much as possible, after all!

But all shields were not nerfed... only great shields.
PS: There was a typo in the AB for greatshields that said only warriors could wield them successfully. It was typo'd. Instead of the AB changing, greatshields changed. So, apparently it was a bug that it wasn't doing it for them...
That said, shield runes were set at 52/52 because it was slightly better than the maximum greatshield under their old stats, so who knows. Try sending an email to support if you're that concerned about it, maybe something will happen.
