There really isn't a set interval. They'll just do it at some point.
People have asked many times, but Estarra has been insistent on never bringing back retired dolls.

Whenever the Admin feel like making new ones, and unlikely they'll ever been un-retired, though people have been asking for the possibility of trading them.
