It should scale proportionately. You should not be able to use a lvl 3 rune on one keg to get the benefit across any other kegs that do not have a level 3 rune.

Either someone enemied you (usually for doing naughty things on Ethereal), or... something else. You could go to the Hall of Records and type DIPLOMACY NIGHTSPIRIT and see if that says anything enlightening.
