Given that it's -highly- unlikely that you'll ever find that the cityfavoring is too much or too little as a result of a CL or GM favoring, I'm going to say that the difference is moot point and that this is the Administration's version of Raul's House of Stringbean.

Unless the weighted values carry over through to the next rank, which over time could make somewhat of a difference.

I was aware that guild favours are worth slightly different rates, but not city favours - I doubt it will make much more difference than one or two favours between someone always favoured by a CL and someone always favoured by a CR6 from cr1 to cr6, though. That's a total of twenty favours, which doesn't leave much time for a significant gap to appear.

A decent word processing program (MS Word, OpenOffice Writer) will have a find-and-replace tool you can use to wipe out things like prompts, or other frequently displayed messages. A program like JujuEdit that supports regex, and a little time spent working regex out, will also help there, letting you capture all prompts despite variation in health or mana for example. There will still be a fair bit of scrolling down and deleting involved, depending on the contents of the log.

Not precisely documented, I think. As far as the Coming of Estarra goes, humans just happened to come along with her when she popped out of the tear and didn't reference that they're the shards of anything. Speculations aside, of course.
