Nope, that's ARTIFACT UPGRADE COST. Or some such. That one was made for the time when artifacts were sold on the website for RL money. I think it exchanges the artifact and gives the difference back or something... Never understood completely how it worked, mostly because I didn't buy any (so I didn't have to understand it).

Does the Enlarge enchantment poof when you die or just log out? I hope it's just log out.

Two new features have been added:

o You can now trade-in all dingbat items at 2/3 value for sticky
dingbats. (There was a bug that allowed trading in dingbat items for
bound credits but that has been fixed and is no longer possible.) Sticky
dingbats work like normal dingbats except they cannot be transferred.
Syntax: ARTIFACT TRADEIN

o If you happen to have an artifact that is an upgraded version of
another artifact you own, you can substitute the lower version for full
value in bound credits. For example, if you purchase a Cosmic Knight
Rune (like for an artifact package!) and already have a Puissant Knight
Rune, you can substitute the runes which will place the Cosmic Knight
Rune wherever the Puissant Knight Rune is and give you a refund in bound
credits refund for the full value of the Puissant Knight Rune.

Does anyone know if the lips stack? Could I buy ten lips and have a massive exp boost?

Is the limitation on the artifact willpower/endurance chalice/goblet once an RL or IC day?

Think longterm. I'd suggest putting it into skills. You would have spent 30 credits to add one more hunting trip's worth of xp. A doubled double yields a triple, not a quadruple.
