Incentives to defend may be a lot better than punishments for not defending, favours are good for those who aren't CR6 already, because after that a favour isn't perceived as worth as much (I'd rather also use it on someone who isn't CR6 yet but it can be quite nice pat on the back!). Credits, gold, special sale privs, extra power, etc. your choice.

I happen to be part of that majority too.
I just don't think the free discretionaries really comes anywhere near moonbeam, resurging and the access to astral.

Geez. You can't expect non-combatants to march into a fight and do things. Sure, nature vines can do a lot, but fighting is not for everyone. If you create expectations that everyone is going to be a fighter, you'll end up pushing away those who are overwhelmed by fighting, or just find the IRE combat system to be horrible. Actually having someone up there using farheal is better than them just logging out or ignoring the fighting itself, because that is the alternative for many people.
Incentives to fight is always good, and you're free to set the cutoff point wherever you want for who should be considered a combatant (but if the cutoff point is at raiding someone, you will be shooting yourselves in the foot). But... when people do leave Mother to Nature Vine someone, then recognize that and say "thank you" for trying, instead of "damn you" for failing. If they don't, do not in any way punish them. This is a game, and they should not be forced to leave for Glomdoring in order to play the game for the playwriting and questing. And yes, you can do that even if you're being raided a lot.

If astral wasn't so dead, you could get people to solo cone power for discretionaries and still keep the altar (which you wouldn't be able to do with the Tree).

The other problem is that you will encounter the issue where when a construct is newly formed, the upkeep costs are higher than the low-standard, which you only get to if the construct stays up for an extended period of time.
Or did they turn that feature off when they turned nexus world battles off too? Hmm.
