Ok so as per the Lusternia Wiki:
Tierstone
Syntax:
GEMCUT PERFECT
Power: 3 (Any)
It is the greatest quest of a jeweler to cut the perfect gemstone. You must concentrate on perfection for a chance to cut such a gemstone and may have to go through many cuts before you achieve your desire. Once you do cut the perfect gemstone, it becomes a tierstone, one of the fabled seeing stones with unique powers as set forth below.

TIERSTONE PLANEGAZE
TIERSTONE FOCUS
By gazing into a tierstone and focusing on a person, you can scry where he or she is located. If you happen to be in the same area, you will see the room that person is in. You may also focus your tierstone on a plane. This can only be done once! To focus a tierstone, stand in a known plane (ethereal, elemental, cosmic or astral) that is not the prime material plane, and TIERSTONE FOCUS. Afterwards you can PLANEGAZE into the tierstone anywhere and anytime to see who is on that plane. (NOTE: It does not pierce the Gem of Cloaking artifact.)

now what I want is the ability to implant this Tierstone in my city. The moment I quit the city it is destroyed, but I would like to keep track of who enters/leaves Hallifax, and who is there.
The only reason I'm asking this is so the moment graffiti is sprayed on, or some moron goes and tries to steal from one of my novices or from me, or send pretty lewd false-visions to my novices, I can find out who it could be better than guessing.
Can it be done please?

It's already a pretty powerful trade item, so I doubt you'll such a hefty upgrade to it.

even with a credit upgrade? It removes some of it's power I guess, trading offplane scanning to prime city (your own city or commune) scanning.

It's already roughly equivalent to a seeing stone combined with a scrying mirror, two relatively expensive artifacts.

This, for one, wouldn't be a personal upgrade, it looks more like a city one.
For another, you can buy a pig nose and use scent in Hallifax whenever any of those things are reported, so I don't know if they'd give you something stronger than that (looks like you want something like a Hallifax demesne watch without the demesne).

Egh, most of the time I am not in the city, and get tells regarding what happens at the moment, so a pig nose won't be of much use.....

If it's that extreme (and in violation of languagerules), you may wish to consider issuing yourself regarding it - they can track down who did it.

I don't know of a Gaudiguch advancement requirement to graffiti your nexus. Lyria was just bored when she did it. The visions though, ew.

Tierstone is probably my favorite Trade trans item in the game. It's so freakishly useful already, so adding more will probably be overkill.
