I think the concept of a city of Freedom is very intriguing idea, if done correctly. Unfortunately, whoever decided that Freedom meant only having two laws didn't think the whole idea out. Anarchy is a nice political idea, but especially in a game like this, it will not work. Freedom, on the other hand, will. Freedom =/= no laws. Hell, look at America, where we style ourselves as the Land of the Free. We enjoy a heck of a lot of freedoms, but have you READ some of our laws? Holy shnickeys, in some places it is technically illegal to fish from horseback or sleep outside on top of your refrigerator (actual laws!).
I think a solution would be more laws to help define what that freedom means. Talk it over with Kalikai if you think that admin interference would be a problem-- even use OOC if you have to.

Kalikai actually gave us a good idea a while back that we started focusing on... but we put in one example based off Kalikai's idea and I got complaints from the "omg we are free" people! right off the bat.

Other amusing United States laws include a Pennsylvanian? law that actually claims you cannot parallel park a horse.
On the topic of Gaudiguch's list of laws, I believe the intent was to not give so many laws because simply by having a large list of laws that could TECHNICALLY be considered common sense, you give an illusion of oppression. We really only figured we'd NEED two laws, I think - don't associate with enemies, don't bring trouble to the city/other citizens. I mean, there's all sorts of common sense things that could be laws but aren't - I guess maybe when writing laws, common sense should never be assumed, especially on the internet. Who knows, I didn't write those laws. I'd love to be able to enforce some kind of structure and order in the city, but.. considering that would violate our RP..
(Let it be known that in other threads, I've supported mechanics and safety of an org trumping RP, and here I still do, but it seems that by setting aside RP for the greater well-being of the org as a single entity, we'd be getting in trouble).

That's the very misconception you're trying to fight. Order and structure are not by themselves inhibitors of freedom. Taken to the extreme as in Hallifax's case, certainly. But even the freest of societies needs some sort of structure and order just to function properly. If there is SO much anarchy in Gaudiguch right now that it does not function, more structure is needed until Freedom can be freely exercised in an appropriate manner.

If it's not a law, it's not a law. People can and will use the excuse of it not being there to say it is not a law, common sense or no. They like to look for loopholes, too.
Also, if Kalikai gave the go-ahead for it, I'd think it would be fine, complaints or no.

Question: Instead of telling them to "get lost" if they don't like it, what if you run it by Kalikai, get approval, state that you are temporarily implementing it as law for a trial period, then put it up after an IC year or two as a referendum question? If it does well in that time and isn't abused, it should win a referendum handily. If it oppresses people and they dislike it, it will lose.
